Police believe they have halted the “hater” who recently defaced several buildings in northwest Queens. According to reports, Franco Rodriguez, 40 charged with a hate crime, has been arraigned in connection with the discovery of swastika graffiti on several locations  in Jackson Heights. Reports say he is being held on $5,000 bail and that police have video surveillance.
